On the morning of October 11th, the opening ceremony of the 4th Qingdao Multinationals Summit was held at the Qingdao International Conference Center. In order to further strengthen communication and exchanges between the government and enterprises and help companies fully understand and enjoy the opportunities and bonuses of China's development, the "Innovation and Development, Win-Win Cooperation" China's Foreign Investment Attraction Policy Interpretation and Project Promotion & Yellow River Basin Investment and Cooperation Promotion Conference was held after the opening ceremony.

During the conference, the Ministry of Commerce and relevant officials from some provinces (regions, cities) interpreted policies and introduced projects concerning the establishment of research and development centers for foreign investment and foreign investment attraction in certain regions. Companies such as Garrett, Pirelli, and Dow Chemical Co. introduced their investment and establishment of research and development centers in China.
