In recent years, Heze has given priority to and made great efforts in bioengineering and pharmaceutical industry and has achieved remarkable results. The Hi-tech Zone of Heze has entered the fast track of the high-quality development of bioengineering and pharmaceutical industry. In 2021, the Hi-tech Zone achieved an output value of nearly 40 billion yuan, up 66% year on year, accounting for about 58% of the city’s biomedical output value.
Policies and measures have been introduced to give priority to the development of the bioengineering and pharmaceutical industry and specialized bio-pharmaceutical parks have been planned and built to improve the health and pharmaceutical industry and promote the clustering development of industries. The zone has been continuously optimizing the business environment, strengthening the integration of industrial chain and innovation chain, innovatively building intelligent flexible shared manufacturing platforms and investment incubation platforms, gathering superior resources and elements to speed up the construction of professional parks, and building an open bio-pharmaceutical industry cluster of “business group + industrial network + associated industries”.
For leading enterprises in the industry, the Hi-tech Zone has customized the industrial park to provide butler service, and given enterprises the most preferential policies from the aspects of land, fund, tax and talent, enabling them to ease their burden, expand their scale, and constantly energize the high-quality development of bio-pharmaceutical industry with practical actions.
At present, Heze Hi-tech Zone has more than 60 bio-pharmaceutical and upstream and downstream related enterprises, involving more than 1000 varieties of 10 categories. It has preliminarily built a bio-pharmaceutical industry cluster area with a to-be-complete industrial chain integrating research and transformation, inspection and testing, production and sales, logistics and distribution and other functions. It has been identified as the National Torch Bio-pharmaceutical Characteristic Industry Base, the Pilot Area of National Bio-pharmaceutical Massive Health Innovation-oriented Industrial Clusters and the Provincial Modern Advantageous Industry Cluster.
During the 14th Five-year Plan period, the zone will form an industrial cluster with productive and coordinated development of modern traditional Chinese medicine, new medicine and medical-device related industries, build a provincial first-class and well-known bio-pharmaceutical industry agglomeration, and strive to exceed 100 billion yuan in the output value of the bio-pharmaceutical industry.
