Recently, China Open Data Index 2021 and China Local Government Data Opening Report—Province and China Local Government Data Opening Report were released to the public.

Shandong ranked second in China in the provincial-level ranking of open data index and won the prize of “Open Data Forest”. Of the four single dimensions, Shandong ranked first in the use. Of the top ten cities, Qingdao, Yantai, Jinan, Linyi, Rizhao and Weifang ranked second, third, sixth, eighth, ninth and tenth respectively.

The reports also list the top 10 provinces and cities in terms of data capacity. Shandong ranked first in China among the top 10 provinces in data capacity. Among the top 10 cities in urban data capacity, five cities are from Shandong, which are Binzhou, Yantai, Weihai, Qingdao and Linyi.

Data opening is a marathon, not a sprint. Shandong ranked second in the continuous level of open data over the past four years (2018-2021) through the four-year cumulative score of "Datalyimpic" released in the reports.

China Open Data Index is the first and most recognized third-party assessment on the open data maturity of local government in China. Since May 2017, China Open Data Index has been released semi-annually to assess and foster the development of China open data ecosystem. By the end of October last year, 193 provincial and municipal governments in China have launched open data platforms.
