According to the 2021 Shandong Provincial Work Conference on Maritime Traffic Safety & Search and Rescue held on November 8, since the “13th Five-Year Plan” period (2016-2020), Shandong Province has guaranteed nearly 150 million safe trips at sea and the safe transportation of 7.42 billion tons of cargo by sea. The safety situation of maritime traffic has maintained stable, and remarkable results have been made in the province’s building of a “Safe Sea Area”.

Since the “13th Five-Year Plan” period, Shandong Province has implemented a reduction and exemption of 3.6 billion yuan in port construction fees; promoted the construction of Shandong's high-quality crew team, with more than 190,000 registered crew members, ranking first in China; and announced and put into operation 22 coastal shipping routes, building a “water road network” along the coastline of Shandong province featuring “1 south-north, 2 east-west, and 38 branch lines”.

During the “13th Five-Year Plan” period, Shandong's maritime passenger traffic increased by an average of 8.3% annually in the first four years; the number of ships in and out of the port reached 3.585 million, a year-on-year increase of 9.6%; cargo transportation reached 6.22 billion tons, a year-on-year increase of 47.2%. In the context of increasingly busy passenger, cargo, and ship flows at sea, the total number of marine risks decreased by 24.2% year-on-year.

Since the “13th Five-Year Plan” period, 602 search and rescue operations have been organized at all levels in the province, with 40,851 rescue ships and 322 rescue aircraft coordinated and dispatched, and 4,576 people and 175 ships successfully rescued.
