Shandong's comprehensive strength improves by leaps and bounds during 13th Five-year Plan period

Recently, the Information Office of Shandong Provincial People’s Government held a press conference to brief on Shandong’s economic and social development during the period of the 13th Five-year Plan (2016-2020).

According to Zhou Lianhua, director of Shandong Development and Reform Commission, during the period of the 13th Five-year Plan, Shandong has been deepening the supply-side structural reform, focusing on completing the building of a moderately prosperous society in all respects with high quality, deeply implementing the eight major development strategies, continuously promoting the nine reforms, actively coping with the COVID-19, and maintaining the stability of economy and society. The 13th Five-year Plan is coming to a successful conclusion in Shandong.

Firstly, Shandong has had its comprehensive strengths improved by leaps and bounds. The GDP of Shandong reached 7.1 trillion yuan in 2019, ranking third in the country, and the per capita GDP has exceeded $10,000, a significant growth for a province with a population of 100 million.

Secondly, Shandong has witnessed the historical transformation of its industrial structure. In 2016, the proportion of the tertiary industry surpassed the secondary industry for the first time, consolidating the service-oriented industrial structure. In 2019, the contribution rate of the service industry to economic growth reached 78.2%.

Thirdly, Shandong has completed the strategic transformation of driving forces of development. The proportion of the economic added value of new technologies, new industries, new business forms, and new models in the regional GDP has increased from 22% in 2016 to 28% in 2019, and is expected to exceed 30% this year. The output value of high-tech industries accounted for 40.1% of the total industrial output value, an increase of 7.6 percentage points from 2015, and further reached 44.4% in the first half of this year. The number of high-tech enterprises reached 11,500, nearly twice that of the end of 2015.

Besides, Shandong has achieved systematic reshaping of the development environment, breakthroughs in infrastructure development, and fundamental improvement of people’s livelihood. In 2019, the province's per capita disposable income was 31,597 yuan, an increase of 8,894 yuan from the end of 2015, an average annual increase of 8.6%. The overall price situation remained stable, with an average annual increase of 2.3 percentage points.
