Recently, Jinan Development and Reform Commission released the notice on kindergarten fees during the epidemic prevention and control period. In order to regulate the charging behavior of kindergartens during the epidemic control and prevention period, and effectively protect the legitimate rights and interests of children and parents, the notice requires kindergartens to refund the full amount of fees for education, accommodation and meals that have been collected in advance during the epidemic control and prevention period.

The epidemic control and prevention period mentioned in the notice refers to the period from February 1, 2020 to the opening day of kindergarten. During this period,kindergartens shall set the payment items in strict accordance with the notice, and they are strictly prohibited from expanding the ambit of charges or charging independently for extra items. Kindergartens are not allowed to offer online courses for the sake of additional charges.

In addition, during the epidemic control and prevention period, kindergartens are not allowed to charge fees for education, accommodation and meals. For such fees collected in advance, kindergartens shall refund in full. Among them, for children who withdraw from the kindergarten, kindergarten shall refund the fees in one lump sum; for children who have not withdrawn from the kindergarten, kindergarten should negotiate with parents to determine the specific refund methods.
