The transport department of Shandong province on Wednesday formulated an operation specification for the exemption of tolls on expressways during the outbreak of the novel coronavirus pneumonia on February 17, to ensure the orderly and effective implementation of the policy on exemption of tolls for legitimate vehicles during the outbreak.

The toll-free period begins at 00:00 on February 17, 2020 and ends at the time approved by the State Council when the epidemic prevention and control come to an end.

The toll-free vehicles include all legal passenger cars, trucks, and special operation vehicles. Motorcycles and electric tricycles are prohibited on highways in Shandong.

Toll stations should keep the railing of lanes open to let vehicles pass smoothly and quickly. Trucks entering the expressway shall be weighed at the entrance. Illegal or over-laden trucks are not allowed to enter the expressway.

During the toll-free period, fresh agricultural products transport vehicles and cross-regional operation combine-harvesters installed with ETC, and international standard container transport vehicles can enter the expressway requiring no advance reservation and no inspection when exiting the highway.

Green channels should  be opened for the transport of anti-epidemic materials to give priority to medical and anti-epidemic materials as well as key production and livelihood materials. Eligible toll stations are encouraged to open special lanes for the transportation of emergency supplies.
