Shandong newly adds two national cross-border e-commerce comprehensive test zone

Recently, Yantai and Jinan were selected into the fourth batch of national comprehensive pilot zones for cross-border e-commerce. Including the previous approved cities of Qingdao and Weihai, there are four cross-border e-commerce comprehensive test areas in Shandong province.

It is reported that the cross-border e-commerce comprehensive test zone will implement VAT and consumption tax exemption policies for cross-border e-commerce retail exports.

On the one hand, for the trial implementation of the no-voucher tax exemption policy, eligible e-commerce export enterprises in the cross-border e-commerce comprehensive test zone can be exempted from VAT and consumption tax if they export goods without valid purchase certificates.

On the other hand, for the policy of verification and collection of income tax, from January 1, 2020, the enterprise income tax for e-commerce export enterprises in the comprehensive test area of cross-border e-commerce shall be assessed and collected in accordance with the taxable income rate, which shall be determined uniformly at 4%. E-commerce export enterprises that meet the conditions of small and low-profit enterprises or obtain tax-free income may enjoy corresponding preferential tax policies. The above policies will greatly reduce the tax burden and financial management costs of the cross-border e-commerce enterprises, and play an important role in promoting the high-quality development of Shandong's foreign trade and building a new height of opening-up.
