Shandong released a five-year plan on the clean energy heating in winter on October 16, 2018. According to the plan, the average clean energy heating rate will reach more than 70% by 2020. Cities with a population of more than 200,000 will basically achieve a complete clean heating, and the average of clean heating rate in rural areas should reach about 55%.

Binzhou is one of the seven cities along the Beijing-Tianjin-Hebei air pollution transmission channel. Taking Yangxin County of Binzhou as an example, many families there have installed clean heating equipments such as the natural gas and biomass energy. The local housing and urban-rural development department said residents are encouraged to use gas, electric energy and biomass energy instead of coal, gradually increasing the proportion of clean energy heating to reduce emissions of air pollutants.

In recent years, Shandong has been committed to promoting the clean utilization of traditional energies and boosting the substitution clean energies including gas, electric energy and renewable energy to speed up the pace of utilization of clean energies in urban and rural areas. By the end of 2017, the province had about 1.75 billion square meters of clean energy heating utilization, with a clean heating rate of 54.3 percent.

Next, while giving priority to the development of central heating, Shandong will actively promote the utilization of such energies as industrial waste heat, gas, electric energy, geothermal energy, air energy and ocean energy. Shandong aims to significantly improve the support capability of clean heating, optimize energy utilization structure, steadily improve the energy efficiency and sustainably reduce the pollutant emissions.

By 2020, the CO₂emission intensity per unit of regional GDP will be down by 20.5% from 2015, while the total emissions of sulfur dioxide and nitrogen oxides will be reduced by 27% from 2015.
