In order to give full play to the role of talented young people in the shift of the driving forces, Shandong unveiled new favorable policies to support the entrepreneurship and innovation by youth talents. 14 measures were introduced, including the (post-)doctors pooling project and increasing the number of students studying abroad funded by the government.

Shandong puts forward the (post-) doctors pooling project to encourage deeper cooperation between high-caliber talents and enterprises. PhD graduates from key universities, both at home and abroad, who do scientific research work in Shandong’s enterprise post-doctoral research workstation, are eligible to apply for 50,000 yuan of provincial living allowance for each full service year. The maximum application term is three years. After leaving the workstation, they also can apply for a one-time subsidy of 150,000 yuan once they decide to continue to work in Shandong and sign a five-year (or above) labor contract.

Besides, Shandong will increase the number of students studying abroad funded by the government from 30 people each year to 300. The students will be selected from excellent young management personnel in the fields of technology, craftsmanship, medical service, finance, government and enterprises. Shandong will grant 100,000 to 150,000 yuan to each student per year according to different categories.

To provide talented young people with more scientific research fund and policy support, Shandong plans to step up the proportion of provincial-level natural science funds to youth talents under 40 years old to 60 percent, as well as the proportion of subsidy to them in social science programs.
