Shandong province has officially issued Suggestions on the Implementation of Measures to Improve the Separation of Rural Land's Ownership, Contracting Rights and Right of Management, according to a new briefing held Tuesday in Jinan, capital of east China's Shandong province.
The rural household contract responsibility system, established in the 1980s, realized the separation of collective ownership and the right to contracted management. With the rapid development of rural economy and the speeding up of urbanization, increasing numbers of farmers contract out their lands, resulting in the separation of the contracting rights and the right of management.
The separation of such rights will strengthen the protection of farmers' rights and interests. Various forms of moderate-scale operation can be conducted, which will push forward the rational utilization of land resources. The launch of the Suggestions will advance the supply-side structural reform in the section of agriculture and lay a solid institutional foundation for implementing the strategy of rural rejuvenation.
