Shandong perfects withdrawal mechanism of market entities

According to the press briefing held yesterday, there are 0.29 million enterprises of Shandong in total were on the list of irregular operation in 2017. Besides, a blacklist revealed on the conference included 77 enterprises with serious violation of law and bad faith. 3,651 people who lose their credit were subjected to limitation on their posts and 1,548 recommended candidates for national and provincial NPC members and CPPCC members accepted review of their credit status.

Tian Zhiying, vice director of Shandong Administration for Industry and Commerce, said that Shandong has been continued to upgrade the enterprise credit supervision system to maintain the orderly operation of market economy.

In 2017, the province’s enterprise credit information publicity system completely established and opened, following the national one established in 2014. The website of the system draws 3 million hits and 0.27 queries daily in average.

Since the provincial government published a regulation on enterprise-related information collection, 46 provincial-level departments have involved in the collection accounting for 96 percent of the total amount, while 515 municipal departments involved in with 84% coverage rate. 102 million pieces of enterprise-related information were collected.

The “double random one public” supervision and inspection system has been implemented across the province. What’s more, a strong credit constraint mechanism has taken shape in Shandong. That is, the enterprise will suffer from restrictions in all aspects just because of one act against the law.

The disclosed operations of enterprises are beneficial for enterprises to cultivate credit and self-disciplinary awareness and concept of law-abiding operation. This will also help to propel the construction of social credit system and the sustained, stable and healthy development of market economy.

The reform made to simplify the cancellation and registration procedures has been rolled out in Shandong. More than 0.5 million “zombie” entities withdrew from the market last year. According to the statistics, the province cancelled and revoked 556,000 entities in 2017, up 7.2% year on year, accounting for 37.1% of the amount of new-registered market entities. The pace of enterprises’ withdraw is speeding up as 141,000 enterprises withdrew from market last year, up 34.1% year on year, accounting for 29% of the amount of new-registered enterprises with 8.5% up. As the main component of revoking market entities, 412,000 individual businesses withdrew from the market, accounting for 74.2% of the total amount of revoked market entities.
