Researchers of Shandong entitled to take a paid leave for startup

Shandong stipulated that if the scientific research personnel leave their post with their research items and achievements to initiate a new sci-tech company or to be engaged in innovative work in enterprises, their human relations should be retained and their basic wages paid as usual according to the State regulations. The policy was released to support and encourage professionals in such public institutions as universities and research institutions to blaze new trails and start a business.

The term for scientific research personnel to start up new businesses shall not exceed three years. The retained human relations will still be under the custody of their original work units while the length of service will be calculated continuously.

The duration for leaving post to start a business could be prolonged with permission but should not exceed another three years.

During the researcher’s leave for startup, the public institution should not take this as an excuse to terminate his or her human relation.

In addition, Shandong calls upon the public institutions to set up innovation-oriented positions concerning works of the development of sci-tech projects, the popularization and transformation of scientific fruits, research social service, and so on.

Shandong specified that the performance wage distribution should give a larger proportion to outstanding personnel in innovation-oriented posts.

This is the second time for Shandong to release such kind of regulation to encourage the scientific research personnel to leave their posts to start businesses since last year.
