Shandong turns its attention to high-quality development

A good news come as the New Year begins: Shandong leads the nation in GDP, which exceeds 7 trillion yuan for the first time last year.

To continue the success, Shandong carries out the spirit of the Central Economic Work Conference, inspects the existing problems for development such as the big but not strong industry, environmental issues and the huge pressure on safety production, and calls on governments at all levels to promote the rapid economic growth into the quality one.

TRANSITION FROM SEEKING ECONOMIC GROWTH TO QUALITY DEVELOPMENT

Shandong’s economic aggregate has been in the third place in China for years in a row. From 2012 to 2016, Shandong's GDP was growing at an annual rate of 8.5%, more than 2 trillion yuan having been increased from 2012 to 2017.

It’s vital for Shandong’s economic development to adjust the local economy to quality development from rapid growth. Despite the risk of “speeding up on the old path”, some local leaders still pursue the rapid rise of GDP in case of losing their face.

Shandong government has clearly signaled its dedication to throwing off the blind pursuit of GDP and promoting high-quality economic development, according to the provincial economic work conference.

Once the news came out, many local officials feel a sense of relief. Yangxin, a county of Northern Shandong, is an area with a relatively poor economy. In recent years, it has been boosting the economy and enriching the people’s life through developing green beef cattle breeding and other industries. Luan Xinggang, the county Party secretary, said that they can now deliberate the real advantages of the county and its development direction, and put more effort in things benefit the people and lay a foundation for a long-term development.

HIGH-QUALITY DEVELOPMENT WINS MORE SPACE FOR ECONOMIC GROWTH

Shandong is still faced with the austere atmospheric environment, with PM10 and PM25 ranking at the fourth and fifth place respectively in 2016. “The environmental problems in Shandong was caused by the industrial structure based on heavy chemical industry and energy structure dominated by coal, remain serious,” as a feedback of No. 3 central environmental inspectorate to Shandong suggested.

Shandong is known for its “elephant economy” for the high proportion of the heavy industry and large-scale enterprises. However, Shandong has been carrying out the new development concept and taken a series of measures to solve the problem in recent years. By far, an initial effect and active changes are emerging. For instance, Shandong reduced the excess capacity on a large scale in steel, electrolytic aluminum, oil refining, coal and other five industries last year. However, after that, some of the enterprises reported better economic benefits in spite of lower production capacity.

"We have to 'lose weight' (reduce overcapacity) and 'turn round' (change our development thought) before we can move on." “The traditional industry accounts for about 70 percent of the overall industry output while the heavy industry accounts for 70 percent of the traditional industry,” said Zhang Xinwen, director of Shandong Development and Reform Commission. The two “70%” illuminate the tough state of Shandong’s “elephant economy”. The shift of economic driving forces is imperative under such a circumstance.

SHANDONG TO BE THE ONE AT THE FOREFRONT WITH STEADY STEPS

As a strong power of economy and population, Shandong holds an important position to go ahead at the forefront. Most officials believe that the transition from high speed to high quality in economic development never means stagnation and inaction in development, but means to seek development while ensuring stability.

In the past, Shandong ran in front with quick steps, but in the future, it is going to be the one go ahead at the forefront with steady steps, so as to achieve a more high-level and quality development.

But how can Shandong achieve this? To realize the high-quality development, three things are needed: Higher standards for innovation, reform and governmental service; specific fields for development; better ecology (ecology of politics, governmental service, innovation and entrepreneurship, nature, society).

High-quality development would be the core of economic work for a long time, as well as the only way for Shandong to grow better and be at the forefront,” said Liu Bing, president of Shandong Provincial Academy of Macroeconomic Research.
