Joint Strategy Ushers China-UK Science, Technology and Innovation Cooperation into New Phase

The China-UK Joint Strategy for Science, Technology and Innovation Cooperation was launched on Wednesday in London, heralding a new chapter for China-UK collaboration in science and innovation. Building on a partnership spanning the last 40 years, the new strategy will enable academics and businesses in both countries to jointly tackle global challenges.

The new strategy was signed by Wang Zhigang, Vice-Minister of the Chinese Ministry of Science and Technology and Jo Johnson, Science Minister of the UK. It was witnessed by Chinese Vice-Premier Liu Yandong and Prince Andrew, Duke of York. It was one of the key achievements during this year's China-UK High Level People to People Dialogue.

China and the UK have a strong foundation of existing collaboration including the ongoing China UK Research and Innovation Partnership Fund which has successfully supported over 460 joint projects between the two countries since its launch in 2014.

Commenting on the new joint strategy, Vice-Premier Liu said the Chinese government has been committed to the development of science and innovation industries. Research funding in science and innovation takes up nearly 2.5% of the nation's GDP which is number two in global ranking. China has established science partnerships with over 158 countries and regions worldwide and the Vice-Premier said she is confident that international projects such as the Belt and Road Initiative will bring immense opportunities for global collaboration.

Science Minister Jo Johnson said that the UK is increasingly looking to strengthen its partnership with China and the launch of the new strategy underlines the country's commitment to ensuring science and innovation remains at the core of the UK's future ambitions. The new joint strategy with China is the first international cooperation agreement since the UK government published its Industrial Strategy on November 27, in which an additional 2.3 billion pounds was earmarked for research and development.

In a statement issued by the UK government on the new joint strategy, it is highlighted that the impact of China's research is increasing, with citation impact rising by more than 20% in recent years and China-UK co-authored papers are more than twice as impactful as the world average.

The statement explained that the purpose of the new joint strategy between China and the UK is to set the framework for future cooperation to tackle global challenges together and drive economic growth over the next 10 years through co-operation across the spectrum, from research through to the commercialization of new technologies. The strategy also outlines priority areas for bilateral collaboration which include life sciences, food security, renewable energy and environmental technologies. According to the strategy, an annual flagship Challenge Programme will be held with the focus on agricultural technologies in 2018.
