Shandong: No efforts spared to improve education in rural areas

Shandong has made solid progresssince the plan for improving conditions of schools in compulsory education in poverty-stricken areas carried out in 2016. Shandong Provincial Government said at the press conference today that 68.23 percent of the plan has been finished and 564 schools in total have been newly built or rebuilt.

According to the plan, Shandong expects to invest 1.728 billion yuan in renovating 661 schools weak in compulsory education to improve the basic conditions of running schools in a comprehensive way. Director-General of Shandong Provincial Education Department, Zuo Min, said Shandong has invested 1.179 billion yuan in the plan which not only improves the basic conditions of those schools but provides needy children with better material conditions.

Preschool education is one of the weak areas in education in impoverished areas. Data shows that the gross kindergarten enrollment rate in Shandong is approximately 85 percent, which means there are still 15 percent of school-age children still not receiving preschool education. Most of the 15% uneducated children are from poor areas and poor families.

To combat the problem, Shandong has implemented the universal preschool education project in poor areas which covers all kindergartens in need of construction in key province-supported poor villages, said Zuo Min. Shandong plans to build and rebuild 1,400 kindergartens in those villages by 2018, with 1,186 completed, 84.7 percent of the plan.

Some rural schools have the same and even more advanced teaching facilities as urban schools, but levels of teachers in rural areas are far below those in urban areas. For this, Shandong released a plan for supporting country teachers to give priority to teachers’ team construction in key province-supported poor villages.

Moreover, Shandong gives more favorable conditions to rural schools and teachers when evaluating Qilu Star Teachers, Qilu Star Headmasters and Special-class Teachers. 18 country teachers and 20 rural school headmasters stand out from the selection of the 3rdQilu Star Teachers and the 2ndQilu Star Headmasters respectively. In the list of 2017 Shandong Provincial Special-class Teachers, 71 teachers with the title are from rural schools.
