Qingdao Customs,Jinan Customs work together to develop open economy

Qingdao Customs and Jinan Customs signed a memorandum aiming at deepening all-around cooperation in the new situation on August 29, 2017. Deputy chief of Qingdao Customs Zhang Yaping and deputy chief of Jinan Customs Li Haifan briefed the information about the memorandum and the measures to be taken to support Shandong’s open economy.

Qingdao Customs takes the maritime service as a breakthrough point to develop and expand the port's advantages in Shandong. Qingdao Customs has made efforts to strengthen collaboration with customs along the Silk Road Economic Belt and decrease the logistics cost of customs clearance by 20 to 30 percent in ten customs along the Belt. Besides, Qingdao Risk Prevention and Control Center of the General Administration of Customs came into service to provide assurance for the safe access of waterborne goods nationwide.

Jinan Customs has taken measures to further simplify the work process so as to shorten the time of customs clearance. The time of customs clearance in Jinan Customs is 3.2 hours faster than the national average level. To resolve the problem of financing guarantee for enterprises, Jinan Customs has initiated a new mode of guarantee “Yinguanbao”, through which enterprises can ask China Everbright Bank to issue the online bank guaranty letter to their immediate customs and obtain a preferential service with 15 days of late payment (no more than 30 days).

The memorandum aims at consolidating the cooperation between the two sides and serving the development of open economy in Shandong. 32 concrete contents of cooperation and 4 cooperative mechanisms are determined in the memorandum.

Next, both sides will work together to serve the national and regional development strategies, elevate the development of multimodal transport to a new level, provide favorable conditions for enterprises to “go out” and firmly put the provincial brand strategy into practice.

The signing of the memorandum marks the cooperation between the two sides entering to a new level and height. It contributes a new platform for Shandong’s opening up, the optimization of business environment, the growth of foreign trade and the transition from old growth drivers to new.
