Shandong simplifies procedures for administrative services

Shandong has addressed 160.4 thousand of administrative service items in the first half of 2017, according to the news conference held yesterday. Of the total public service items, 136.9 thousand were applied online, accounting for 85.3 percent of the whole, and 99.9 percent of the items concluded on time with zero complaint.

Shandong opened the provincial-level administrative service platform in at the end of 2015 while the city and county-level platforms were finished on October 2016, enabling the interconnectivity between the three levels of platforms, Jaing Wenyi, the inspector of the General Office of Shandong Provincial Government, told the journalists on spot.

All non-secret-involved items about administrative permission and a part of public service items will be made public on the platform.

“Internet Plus administrative service is a brand-new reform cause as well as a complicate systems engineering. Though things have been going smoothly, several problems remain to be settled in Shandong compared with other advanced provinces,” said Jiang Wenyi.

Shandong issued an Opinion on Further Optimizing the Government Environment by Deepening the Reform of Streamlining Administration, Delegating Powers, Improving Regulation and Services on August 2, 2017. A series of reform measures include “one network”, information sharing and data opening were proposed in the Opinion.

Jiang Wenyi said that governments at all levels had released their catalogues of public service items and a provincial-level meeting on the online running of public service items had been held on July 12. The next step is to make more service items to be processed online so as to continuously enhance Shandong’s supply capacity of online public service.

Efforts will be made to bring more provincial-level public service items-at least 600 items by the end of October, into the online administrative service platform.

Shandong is striving for realizing the integration of online application, handling and feedback of public service items and power items concerning of governments at all levels by the end of the year.

Shandong will endeavor to improve the informatization level of villages and towns (streets) for an expansion of online public service at these levels of government, gradually reaching “one number, one window, and one network” target set by the State Council, said Jiang Wenyi.
