Rizhao to build another ten-million-ton crude oil terminal

The media tour of major projects in Shandong arrived in Rizhao on April 27, where the media delegation conducted an on-the-spot coverage of the second stage of the 300,000-ton crude oil terminal in Lanshan harbour district.

The second stage of the 300,000-ton crude oil terminal in Lanshan harbour district of Rizhao Port is one of the key projects included in the Provincial Construction Plan of the Oil and Gas Transmission Facility. An accumulated 332 million yuan has been invested in the first three months of 2017, accounting for 22.86 percent of the annual plan.

As a large-scale storage and transport base for oil and gas as well as the largest distribution center of liquid chemicals in the north of Yangtze River, Rizhao Port has planned to build four large crude oil berths. Two 300,000-ton berths have been put into operation and the third one is under construction, according to Yuan Zhijiao, general manager of Rizhao Huashi Crude Oil Terminal.

The new berth, with a design throughput capacity of 17.5 million tons and a total investment of 1.173 billion yuan, is expected to be finished in October this year, and go into operation in December after the acceptance. After the completion of the new berth, the loading and discharging capacity of Rizhao Port will be greatly improved as well as the port’s core competitiveness.

Rizhao Port has opened oil transmission pipelines to Yizheng of Jiangsu province and Dongming of Shandong province. Pipelines are being planned from Rizhao to Luoyang, and to Xi’an later, from Rizhao Port to Jingbo as well as from Lanshan to Juxian. “When all the pipelines complete, Rizhao Port will boast a transport and storage capacity of over 100 million tons. It will be the largest ashore base for crude oil,” said Yuan.

As an important supporting facility of the sea transportation, there is a six million cubic meters crude oil tank farm in the rear part of Rizhao Port. The commercial storage tank field will reach 20.2 million cubic meters.

By 2020, 75 million tons of crude oil will be refined in Shandong every year. To better promote the upgrading of refinery industry, Rizhao Port will push forward the construction of pipelines from Rizhao to Jingbo and expand their services to more areas including the south, middle and north areas of Shandong province.

Currently, the transport of oil is strongly relying on highway and railway in Shandong. The sea transport system dominated by Rizhao Port, Qingdao Port and Yantai Port will effectively relieve the pressure on the transportation of oil.
