Shandong has allocated 2.75 million yuan to construct newly-emerging small city pilots and key demonstration townships to provide referential experience for the healthy development of new-type urbanization.

According to the distribution standard, each newly-emerging city can obtain 15 million yuan and each township 5 million yuan. Nine newly-emerging cities including Maqiao Town of Huantai County and 28 demonstration townships including Boshan District of Zibo City are in the pilot program. The fund will be used for the pilots’ planning programming, public facilities in industrial parks and new rural communities and the construction of public service platform. The policy aims at building a batch of modern cities and townships with solid economic strength, sophisticated infrastructure and powerful capacity of radiation.

During the 13th Five-Year Plan period, Shandong will make an overall plan on the fiscal fund of urbanization construction, with the focus on the newly-emerging city pilots and key demonstration townships. Local governments are required to integrate subsidies and enhance investment in the urban construction, transportation, conservancy, environment protection, civil administration, business and trade and tourism development.

Shandong also encourages the support from provincial-level urbanization capital guiding fund, promotes public and private partnership (PPP) and other methods of market-based financing, actively guides social funds play an important role in building newly-emerging city pilots and key demonstration townships and urge all parties to pool efforts meet the financial demand of pilot areas.
