Shandong released its 13th Five-Year Poverty Alleviation Plan recently. The Plan gives a comprehensive summary of the achievements Shandong has made in poverty alleviation, analyzes the current situation as well as opportunities and challenges in the near future. At the same time, it also defines the general idea, key target, path to poverty relief, major task and safeguard and puts forward the schedule and route map to win the battle.

The Plan points that the Four-Pronged Comprehensive Strategy should be pushed forward in a coordinated way, according to the deployment of the central government and Shandong provincial government. A set of five development concepts, which are innovation, coordination, green development, opening up and sharing, should be insisted with the target of playing a leading role.

Five principles should be insisted on while carrying out work on poverty reduction. That is, to implement precise policies in the light of local conditions; to base on “blood making” and be supplemented by “blood transfusion”; to persist in overall consideration and innovative development; to put ecological environment in the first place while pursue green poverty relief; and to mobilize the joint efforts of the entire society and take the government as the prime mover.

By 2018, 2.424 million filed impoverished people in rural area should shake off poverty and the rest of 4,435 major villages of aid should throw off the hat of poverty. According to the dossier on impoverished people, Shandong will choose 2,000 villages as specially supported targets of poverty reduction and help them shake off poverty in time.
