  (XI). Education, Healthcare, Culture and Sports

  New breakthrough was made in the development of education. In 2008, there were 1,347 primary schools with 582,000 school students, 348 secondary schools with 282,000 school students, 63 senior high schools with 174,000 school students, and 10 general colleges and universities with 113,000 school students in Weifang City. Proportion of junior students entering senior high schools reached 90% and the universalization of senior high school education was increasingly rising. Teaching quality has been continuously improved, and the achievements made in Science and Technology Innovation Contest for Teenagers topped the list of prefecture-level cities throughout China for four years in a row. Major breakthrough was made in the enrollment of secondary vocational schools. In 2008, 54,601 students were recruited into secondary vocational schools through many channels, accounting for 51.0% of the enrollment in entering senior high schools. 48 non-state schools and training centers were newly established; 5 projects were invested over a hundred million and 16 projects over ten million. The mechanism for ensuring continuing funding for Nine-Year Compulsory Education was basically established to fund 150,000 students in poverty-stricken families. Weifang ranked the 2nd among the cities in the annual education supervision and evaluation organized by Shandong Provincial Government.

  Health care program entered into a new phase. With the theme of ``public health`` and principle of implementing the trial of national primary health care services system, Weifang health department vigorously improved the construction of medical service system, health care system and health supervision system to further promote people’s health and health care level. There are 1,488 medical and health institutions of all kinds with 30,516 beds for patients and 42,733 health technical staff in Weifang City. Basic medical and health system framework was initially started up specified with ``ailment cured in communities with little charge, illness cured in hospitals with insurance, disease protection and control service administrated by governments``. ``525 Project`` in rural areas was actively promoted and the system of ``getting medical assistance within ten minutes`` project was initially set up. The number of rural residents who were insured to the rural cooperative medical service reached 6.25 million with participation rate of 97.6%, and Weifang was therefore known as the State-level Clean City.

  Culture, press and publishing programs were developed vigorously. In 2008, standard multi-use cultural centers covered 70% of the towns and townships, ranking the top among the cities in Shandong Province. Over 1,900 artistic works were formally published on the issues of city level or above, of which over 20 articles were given awards of provincial level or above. More than 240 film projection teams showed 90,000 movies in rural areas and successfully completed the targets of making film projection coverage over 80% in the incorporated villages. Of 122 key cultural projects in Weifang City, 75 projects were invested over RMB 50 million yuan and 48 projects over a hundred million yuan. With 203 copyrights registered in 2008, Weifang ranked the top of the copyright registration rate list in Shandong Province. The revenue from press and publishing industry totaled RMB 3.6 billion yuan, and a comprehensive and multi-functional press and publishing industry system has been formed in Weifang City.

  Remarkable achievements were made on the work of sports. In 2008, three key projects including ``Project of Talents for Olympic Games``, ``Project of Public Fitness Programs`` and ``Project of Building Sports Facilities`` were energetically carried out, and new breakthrough was achieved in every field of the sports industry including competitive sports, mass sports, sports facility establishment and preparation work for the 11th National Games. Nearly 3,000 projects of sports facilities construction for physical fitness in rural areas were completed with the support of public welfare fund financed by sports lottery and social assistance, making sports facilities available in 50% of the rural community throughout the city.

  (XII). Market and Price

  In 2008, the consumer price index rose to 105.2%, an increase of 5.2% over the previous year. Consumer prices rose 13.4% in food, alcoholic drinks and tobacco rose 5.8%, 5.6% rose in living, medical care and personal products rose 1.5% and household appliances and maintenance services rose 0.7%; clothing declined 1.2%, entertainment, education stationery and services fell by 0.7%, and transport and communication fell by 0.3%. Raw materials, fuel and power purchase prices and factory prices of industrial products rose 12.5% and 8.9% respectively. Housing Sales Price Index, Land Transaction Price Index and House Leasing Price Index rose 5.4%, 15.5% and 1.2% respectively. Fixed asset investment price index rose 7.8% and construction and installation engineering price index rose 10.7%.

  (XIII). People’s Livelihood and Population

  Resident income in urban and rural areas was in steady increase. According to the sample survey, urban per capita disposable income rose to RMB 15,691 yuan in 2008, an increase of 14.4% year on year, and urban per capita consumer spending grew to RMB 11,575 yuan, an increase of 7.2%; Every 100 urban household owned 115 color TV sets, 103 refrigerators, 100 washing machines, 88 air conditioners, 191 mobile phones, 65 computers and 14 private vehicles at the end of the year. Rural per capita net income rose to RMB 7,072 yuan, an increase of 12.6%, and rural per capita consumer spending grew to RMB 4,828 yuan, an increase of 17.1%. Every 100 rural household owned 112 color TV sets, 73 refrigerators, 76 washing machines, 146 mobile phones and 79 motorcycles. Average salary of urban workers in service reached RMB 23,404 yuan, an increase of 23.8%.

  Obvious achievements were made in employment and reemployment. In 2008, 132,000 urban residents entered the work force, 117,000 rural labor forces looked for employment in urban areas, 39,000 laid-off workers found new jobs, 6,600 residents ranging from the age of 40 to 50 who had experienced employment difficulties found working places and the registered unemployment rate in urban areas remained within 3.2%. Zero-employment households and people who had difficulty finding jobs were supported to break the zero records. The overall employment amount has been steadily promoted, the employment quality has been obviously improved and the situation of employment has been kept steady.

  Social safety work has been increasingly improved. In 2008, continuous efforts were made to improve the social safety system including pension insurance, health care, unemployment, insurance against injury at work and maternity insurance, benefiting 345,000 residents annually in each item of the social safety system, collecting revenue of RMB 5.59 billion yuan from social security premiums in each item with RMB 4.92 billion yuan for the payments, which maintained a balance between receipts and payments. Basic pension benefits for retired enterprise employees were increased. Basic medical insurance system for urban residents was established, making 300,000 residents benefit from it.

  Overall reform on family planning was steadily improved and the birthrate remained stable. In 2008, 77,887 newborns in Weifang shared the sex ratio of 107.4 and legitimate fertility rate of 94.9%. Birth rate and natural growth rate were 9.01 per thousand and 3.25 per thousand respectively. According to the data from public security department, the number of registered residence reached 8.625 million at the end of the year. In terms of the survey on population change and labor forces, the number of permanent residents reached 8.8954 million at the end of the year.
