  Ⅳ. Climate, Soils and Minerals

  Situated in the monsoon region of the north temperature zone, with inner land behind and the sea in front, Weifang enjoys semi-humid continental monsoon climate of warm temperature zone. The seasons are distinctive with cold winter and hot summer. Spring here has windy days with scarce rain; summer is hot and rainy; autumn days are sunny and brisk with late autumn’s inclination of dryness; winter is dry and cold. From 1978 to 2007, the annual average air temperature was 12.9 degrees centigrade, the average temperature of January 2-3 degrees centigrade and that of July 25.3 degrees centigrade; the extreme highest temperature was 40.7 degrees centigrade of May 25, 1982, and the lowest was -24.2 degrees centigrade of December 8, 1985; the annual average rainfall was 605.8 mm and the annual average frost-free period was 195 days.

  Brown soil, cinnamon soil, moisture soil, black soil and saline soli cover the land of Weifang from south to north. Sitting in the connective area of the second uplift zone and the second subsidence zone of the Neocathaysian tectonic system, Weifang has witnessed the discovery of 58 minerals such a gold, silver, iron, coal, petrol, sapphire, barite, zeolite, bentonite and granite. Among them, the reserves of 36 kinds have been proved, 42 kinds have been exploited and utilized and the reserves of 12 kinds are ranked the first place in Shandong.

  Ⅴ. Economic and Social Developments

  The year 2008 was a year of trials, challenges, unity, hard and pioneer work for Weifang and an unusual and extraordinary year during the development process of our Party and nation as well. With the wise guidance of the Municipal Party Committee and the Municipal government, Weifang people from all circles have been carefully studying the spirit of the 17th National Congress of the CPC and the Third Plenary Session of the 17th Central Committee of the CPC, implementing the Scientific Outlook on Development, centering on the goals of economic and social developments made by the Municipal Party Committee at the beginning of that year, facing up the complicated and volatile economic situation, being dedicated to optimizing the economic structure, speeding up the economic developing mode, promoting the building of a well-off society in all-round way, furthering the scientific development, harmonious development and leading development, all which led to the new achievement of the economic and social developments. The outlooks of both the urban and rural areas have changed greatly; all social causes have been developing prosperously and healthily; the construction in politics, economy, culture and Party affairs has been promoted greatly; the social politics has been harmonious and stable and the living standard of the people have enjoyed continuous progress.

  (Ⅰ). General Situation

  The macro economy grew healthily and steadily. According to primary calculation, Weifang’s GDP in 2008 was RMB 249.18 billion yuan, up by 13.2% over last year in terms of comparable price. The added value of the primary industry was RMB 28.17 billion yuan, 5.7% up over last year; that of the secondary industry was RMB 145.5 billion yuan, 12.6% up over last year, including industrial added value of RMB 133.94 billion yuan, up by 12.8%; the tertiary industry’s added value was RMB 75.51 billion yuan, up by 16.8%. GDP growth rate was stimulated up 0.6, 7.5 and 5.1 percentage points respectively by the primary, secondary and tertiary industries. The per capita GDP of the permanent residents was RMB 28,106 yuan (about US$ 4,112 according to the exchange rate at the end of the year), increased by 12.4% over last year. The ratio of primary, secondary and tertiary industries was 11.3:58.4:30.3.

  In 2008, the GDP figures of the counties, cities, districts and the development zones were listed as follows: Weicheng district, RMB 13.17 billion yuan; Hanting district, 7.77 billion; Fangzi district, 6.62 billion; Kuiwen district, 10.54 billion; Qingzhou city, 26.35 billion; Zhucheng 36.26 billion; Shouguang city, 40.06 billion; Anqiu city, 14.27 billion; Gaomi city, 23.96 billion; Changyi city, 19.25 billion; Linqu county, 11.35 billion; Changle county, 12.85 billion; High-tech Development Zone, 12.57 billion; Binhai Economic Development Zone, 8.63 billion; Economic and Technical Development Zone, 2.28 billion.

  The fourth quarter’s enterprise booming index was 116.8% and the entrepreneur expectation index was 108.8%.

  Enterprises` listing made new breakthroughs. RMB 7.89 billion yuan was collected last year. Three companies including GoerTek, Yuhe shares and Haoyuan Group were listed at home and abroad. Four listed companies including Wohua Pharmaceuticals, Weichai Power, Chenming Papers and Shandong Hailong were refinanced.

  Brands` building made new breakthroughs. In 2008, 15 newly created brands were entitled as China Top Brand; 41 were newly entitled as Shandong Top Brand, including 28 brands renewed. By the end of 2008, 32 Weifang brands were entitled as China Top Brand, 200 as Shandong Top Brand. Altogether Weifang was in possession of 10 brands which were rewarded the quality management prizes from Shandong provincial government, 5 brands of geographic signs products, 31 China Famous Brand Products, 51 national inspection-free products, 201 Shandong Famous Brands Products and 17 famous service brands of Shandong.

  Coastal development made noticeable achievements. The development of the northern coastal area was accelerated; auxiliary zone of 150 square kilometers was established; 115 projects were started; RMB 20.82 billion yuan of fixed assets investment above designate size was realized. Weifang Port, with the transaction capacity of more than 10 million tons in 2008, went through the pre-acceptance test for first-class port of the provincial government. Large projects construction like ten-thousand-ton wharf, anti-tide dam and port roads for cargo evacuation was undertaken smoothly.

  The non-public owned (private) economy grew rapidly. In 2008, the added value of Weifang’s non-public owned (private) economy was RMB 137.61 billion yuan, 15.3% up over last year, with its ratio to GDP increased from 54.0% to 55.2%. The city’s non-public owned (private) economy was made up of 212,000 entities, up by 10.7% over last year; the number of the employees working for this economy was 1.212 million, up by 8.5%; the total registered capital was 94.27 billion yuan, up by 14.9%; taxes paid by them was 17.31 billion yuan, up by 20.0% and covering 69.8% of Weifang’s total tax revenue, 0.5 percentage point up over last year.

  The registered capital of the enterprises rose steadily. By the end of the year, the registered capital of the domestic-funded enterprises was RMB 46.16 billion yuan, up by 9.9% over last year, Among them, there were RMB 5.27 billion yuan with the state-owned enterprises; 4.78 billion with the collectively-owned ones, up by 16.71%; 30.16 billion with the companies, up by 12.42%. The administration for the foreign-funded enterprises reached higher level. 352 foreign-funded enterprises and their branches were set up in 2008, including 64 foreign-funded enterprises and 288 branches.

  The situation of work safety was continuously stable. Accumulatively 2,757 accidents of various kinds occurred, in which 542 lives were claimed, respectively down by 24.3% and 14.6% over last year.
