  Key National Development Zones

Qingdao Economic & Technical Development Zone

Qingdao Economic & Technical Development Zone, approved to establish by the State Council in October 1984, is one of China’s first 14 coastal open cities enjoying special preferential policies. It lies on the western coast of Jiaozhou Bay, facing the old town of Qingdao across the sea, and the nearest distance over the sea is 2.26 sea miles. The development zone was started on March 28, 1985. Its original planning area was 15 square kilometers which was extended by 5 square kilometers in 2005. In 1992, Shandong provincial government and Qingdao municipal government approved to adopt one amalgamated governing system in this development zone and in Huangdao District. In 1995, the Phoenix Island Tourist Resort was set up with the approval of Shandong provincial government. It has six sub-districts and has a population of more than 500,000.

In the past twenty years the development zone has kept strengthening investment in infrastructure, and the comprehensive bearing function is improving. There is a cluster of eight higher learning institutions including Shandong University of Science and Technology, Qingdao campus of China University of Petroleum, etc. in the development zone. It is not only a national development zone with the largest number of higher learning institutions, but also an advanced culture zone of Shandong Province. The development zone has successfully established ISO14000 national ecological demonstration zone and won “China Human Settlement Environment Demonstration Prize”. The total actually utilized foreign capital reaches 6.4 billion US dollars, in particular, large projects with an investment of over 10 million US dollars totals more than 400, and projects of the world’s top 500 companies totals more than 50. Haier, Hisense, Aucma, Sinopec, China National Offshore Oil Corp (CNOOC), China Shipbuilding Industry Corporation (CSIC), SGMW, Mitsumi, POSCO, China International Marine Containers (Group) Ltd. (CIMC), Bao Steel and other well-known domestic and foreign enterprises have entered the zone, forming six industrial clusters of household electric appliances, petrochemical, port, ship-building and ship-repairing, marine petroleum engineering and automobile. In recent years, the economic zone accounting for less than 3% of Qingdao’s total area contributed one sixth of the total output value, one fifth of the actually utilized foreign capital and one fourth of the gross industrial output value to the city; and ranked among the top five national development zones for six consecutive years in the comprehensive investment environment assessment. In 2009, the total output value of the development zone reached 81.4 billion yuan, ranking first in all cities and districts of Qingdao.

Qingdao development zone is striving to establish the best national development zone with stronger comprehensive economic strength, more harmonious and stable social atmosphere, more beautiful human settlement environment and more dynamic system mechanism.

  Qingdao High-tech Industrial Development Zone

Qingdao High-tech Industrial Development Zone is one of the first national high-tech zones established with the approval of the State Council in November 1992. In August 2006, the Ministry of Science and Technology approved to enlarge the area by 9.95 square kilometers in the north of Jiaozhou Bay to form the Jiaozhou Bay north main park area of the high-tech zone. As a result, the total area of the development zone reached 19.75 square kilometers. To further expand urban development space, in November 2007 Qingdao City adjusted the management system of the high-tech zone and organized the new Work Committee and Management Committee of the high-tech zone, carried out uniform management of planning and construction, uniform management of infrastructure standards, uniform management of industrial layout and uniform management of conditions for entry into the park and administration, and made great efforts to build Qingdao’s third generation of ecological, scientific and technological city. Meanwhile, the work of Qingdao High-tech Industrial Park, Shinan Software Park, Huangdao Experimental Industrial Development Zone for New Technologies, Shibei Science Park, etc. was directed and coordinated, gradually forming the development pattern of “One Zone with Several Parks”.

With the in-depth implementation of the strategy of “protection along the bay, development around the bay” by Qingdao City, the functional orientation of the high-tech zone becomes increasingly prominent. It has become the key ring and core area for implementing this strategy and an important link for building a modernized urban framework and promoting the city’s upgrade of the industrial structure. The high-tech zone always takes innovation as its life engine and takes the concentration of high-end elements as the primary development task, assembling important institutes including the Institute of Bioenergy and Bioprocess Technology, Chinese Academy of Sciences and the First Institute of Oceanography of the State Oceanic Administration, three universities in Qingdao (the Ocean University of China, Qingdao University and Qingdao University of Science & Technology) and a group of research centers of big Chinese and foreign enterprises including the Haier Central Research Institute and the Lucent Global Technological Support Center. The national base for software industries under the torch program, a national experimental park for intellectual properties, a national communications industrial park and a national base for the biological industry have successively settled down; construction of the Qingdao national university science and technology park and the research and development base of the Academy of Opto-Electronics, Chinese Academy of Sciences has begun. The high-tech zone has become the most active area for business startup and innovation in the region.

The Qingdao high-tech zone will focus on the overall goal of “building a pioneering zone for the city’s system and mechanism innovation, a high-tech industry gathering zone and a demonstrative ecological civilization zone”, strictly follow the three work guidelines of “planning the construction, attracting businessmen and funds and innovating systems and mechanisms”, carry out high-level planning, high-standard construction, high-efficiency management, high-level invitation of businessmen and high-level services, actively create an environment of scientific development and build a first-class scientific and technological innovation park.

Featuring operating in accordance with international customs in bonded area, the bonded area enjoys special policy treatment, such as being certificate-free, tax-free and bonded. Its main functions are to develop international distribution, international procurement, international exhibition, international trade, export processing and bonded warehousing. The planned area of Qingdao Bonded Area was 2.5 square kilometers.

As the only bonded area in the Yellow River Basin, Qingdao Bonded Area has taken the initiative to establish the new mode of area-area integration development in China, and gradually radiated the preferential policies of the bonded area to the entire Shandong Province. It has also established the international commodity trading market cluster of “Listed in US Dollar, Bonded Trading”. The bonded area has established Qingdao International Rubber Trading Market, the first to trade caprolactam in the world, the first Cotton Spot Transaction Market in east China, and the only domestic Mineral Right & Mineral Product Trading Market integrating the functions of mining right trading, mining financing and investment, etc. Qingdao Bonded Area has attracted investment of more than 4,200 enterprises from over 40 countries and regions. The per unit area yield ranks first for many consecutive years in Shandong Province, and the economic strength ranks among the top places in national bonded areas. Qingdao Bonded Area has been constructed into Shandong Provincial Garden Investment Demonstration Zone, the first “Fee-free Investment Zone” and “Whole-process Agency Service Zone” in Shandong Province and Foreign Investment Whole-process Agency Service Zone. It is the first to pass ISO9001, ISO14001 and OHSAS18000 certifications among the national bonded areas. It was cited as a national industrial tourism demonstration site and a provincial “Opening Advanced Development Zone”.

In August 2004, Qingdao Bonded Area became the second “Area-port Integration” pilot zone after Shanghai Waigaoqiao Bonded Area. In November 2005, Qingdao Bonded Logistics Park with one-square-kilometer area formally began operating. After three years’ development, the infrastructure and functional policy of the bonded logistics park have been improved. The park’s advantages of special “Zero Tariff”, “Accessibility” and “All-direction” have attracted Nittsu, SK, JT, China International Marine Containers (Group) Ltd. (CIMC), POSCO, CWT and other domestic and foreign logistics companies and trading companies to start businesses here.

The State Council formally approved to establish Qingdao Qianwan Bonded Port in July 2008. It has become China’s first bonded port formed by integrating the nearby port with the bonded area and the bonded logistics park in accordance with the requirement of “Function Integration, Policy Superposition” and created the “Qingdao Mode” characterized by integration and upgrade of the bonded area, the bonded logistics park and the nearby port. It was listed in the first group of Free Trade Port Pilot Sites by the General Administration of Customs. Qianwan Bonded Port with 9.72 square kilometers of planned area is divided into dock operation area, logistics & warehouse processing area and port supporting service area; it has nine functions including international procurement, international logistics, international distribution, etc. The first phase of the bonded port with an area of 3.42 square kilometers passed the official national acceptance inspection in September 2009 and became the 7th bonded port in China to operate; in 2010, Qianwan Bonded Port will operate in an all-round way.
