  International Cooperation

  Qingdao is one of China’s first 14 coastal open cities. Since Qingdao and the Japanese city of Shimonoseki became sister cities in October 1979, Qingdao has established sister-city relations with 19 cities in 17 countries and entered into friendly relations and cooperation with 36 cities in 18 countries. More than 2,000 oversea trading firms, companies and financial institutions have set up permanent offices in Qingdao. Haier-Ruba Economic Zone in Pakistan is the first oversea economy and trade cooperation zone of China. In 2009, the total value of import and export trade was 44 billion US dollars; export value was 26.9 billion US dollars. Foreign direct investment in the account was 1.86 billion US dollars. Accumulated introduced foreign direct investment reached more than 32 billion US dollars. A total of 82 of the world top 500 enterprises had invested in 172 projects in Qingdao; introduced domestic capital was 46.5 billion yuan, up 14%. The contracted value and business volume of foreign contracted projects, labor cooperation and design consultation was 1.43 billion US dollars and 1 billion US dollars, up 70.8% and 37.8% respectively.

  Depending on the fair and well-ordered market system, good public security, comfortable living conditions, highly efficient government service, complete infrastructure, guaranteed person and property security and other good investment environments, Qingdao has been ranked among China’s most economically dynamic cities, China’s best commercial cities, and Chinese cities with the most investment potential in the eyes of multinational corporations, and has been cited as a “gold-medal city” in China for its investment environment by World Bank.

  Qingdao will focus on building “three bases and three centers”, make efforts to develop the high and new technology industries, the advanced manufacturing industries, the modern service industries, the modern agriculture, the energy conservation and environmental protection industry and the low-carbon economy, and encourage investment of introduced foreign funds in the key fields such as the seven industrial industries, the four new industries, the nine modern service industries, the headquarters economy, etc.

  Seven Industrial Industries

  Textile and clothing, focusing on the processing of textiles, clothes, outside materials and supplementary materials and equipment manufacturing, the development and manufacturing of complete sets of advanced textile and mechanical equipment, etc.

  Foods and beverages, focusing on the processing of grain, oil, fruit, vegetables, livestock, poultry and aquatic products and equipment manufacturing, the development of beers, the manufacturing of processing equipment and new package materials, food safety control technologies and equipment, etc.

  Machinery and steel, focusing on the manufacturing of mechanical equipment, mechanical and electrical hardware, equipment for power transmission and distribution, instruments and meters, electric wires and electric cables, power plant boiler equipment and auxiliary machinery, steel structures, steel, etc.

  Household electric appliances and electronics, focusing on new household and commercial electric appliances, multimedia technologies, new display production lines, communication and computer research, development and manufacturing, software and system integration, etc.

  Petrochemicals, focusing on the research, development and manufacturing of petrochemicals, rubber tires and relevant products, the production of fine chemicals and new chemical materials, agrochemicals, etc.

  Automobiles and locomotives, focusing on the research, development and manufacturing of automobiles and components, the designing and manufacturing of rail vehicles, other transportation equipment and fittings, etc.

  Ship and ocean engineering, focusing on the designing of hi-tech ships with high added value and ships of more than 100,000 tons, the designing and manufacturing of corollary ship equipment, the designing and manufacturing of ocean engineering equipment and corollary equipment, etc.

  Four New Industries

  New energy, focusing on the research, development and manufacturing of wind generating sets and key components, the research, development and manufacturing of solar, photo-thermal and photoelectric products, modular plate heat collection technologies, the development and utilization of biomass energy, geothermal energy and ocean energy, etc.

  New materials, focusing on engineering plastics, high-performance synthetic rubber, degradable polymers, green wall materials, concrete materials, energy-saving glass, high-performance steel materials, magnesium, aluminum and titanium alloy materials, nanometer materials, special functional materials, high-performance structural materials, composite materials, special fibrous materials, etc.

  Biomedicine, focusing on marine drugs, gene drugs, synthetic drugs, medical diagnosis and monitoring products and biological medical materials, marine bioactive substances and biological products, new anticancer drugs and new medicines for preventing and treating cardiovascular and cerebrovascular diseases, hi-tech medical equipment, etc.

  Energy conservation and environmental protection, focusing on the key technologies of sea water desalination, sea water pretreatment, anticorrosion and antibiofouling and the manufacturing of complete sets of equipment, the development of efficient low-energy sewage treatment and regeneration technologies and equipment manufacturing, the manufacturing of intelligent monitoring instruments and other environmental safety equipment, the manufacturing of energy-saving lighting products and LED production equipment, the manufacturing of complete sets of equipment for disassembling and processing used household electric appliances and recapping tires, etc.
