  Residents’ Life

  The policy of “emphasize livelihood and prioritize enriching people” is upheld, by resolving the most direct and realistic issues of interest and those of their most concern, providing equal public services, preference generalized social guarantee, and fair development opportunities, so that the public can share more fruits of development. The past few years represent the period when the government invested most efforts in livelihood and when residents in urban and rural areas enjoyed the most benefits. People’s living standard has been increased substantially.

  Great efforts have been made to promote employment and job creation. In order to achieve the goal of building an entrepreneur city, an urban and rural human resources market and a guidance mechanism for employment and job creation have been set up. Employment has been expanded and promoted through projects and training, and also been driven and stabilized by job creation and services. For six consecutive years, the growth of new employment has been larger than that of new unemployment, and the speed of employment has been faster than that of unemployment, with urban registered unemployment rate of less than 3%. At the end of 2009, the number of employees in this city totaled 2.605 million, the average income for them reached 25,396 yuan, an increase of 9%.

  The urban and rural social security is better. The social security policy and system are improved, and the coverage of social security is expanded. In 2009, the number of people who pay premiums for urban old-age insurance, medical insurance, industrial injury insurance, maternity insurance and unemployment insurance increased by a net of 77,000, 95,000, 137,000, 52,000 and 53,000. Enterprise retirees’ pensions increased by 12%; the maximum amount of payment of the basic medical insurance for urban employees increased from 60,000 yuan to 90,000 yuan, and the proportion hospitalization compensation for the new cooperative rural medical care increased to 43%; the insurance benefit of unemployed urban and suburban personnel increased by 10.5% and 10.4% respectively; the standard of rural subsistence allowances increased by 20%. The linkage mechanism of price rising and subsidies to the masses in difficulties has been implemented.

  The urban housing guarantee system has been established. Since 2007, the multi-layered urban housing guarantee system, which was based on low-rent housing, rental housing, affordable housing and controlled commercial housing has been set up and gradually extended to the rural areas. Great efforts have been made to implement the government-subsidized housing project. It is planned to build 3,000 suites of low-cost housing and 5,000 suites of affordable housing every year, and take the lead to construct rental housing communities with 3,000 households in the whole country. 50 old urban districts and old residential areas were reconstructed, 25 have been completed, and 24,000 households have moved back. From 2009 to 2011, 166,000 houses will be built and 22,000 dilapidated houses will be renovated in rural areas. At the end of 2009, the per capita floor space of urban residents is 26.7 square meters while that of rural residents is 31.4 square meters. The real estate market remains stable. Last year, the rise in housing prices was 4.2% lower than the average level of 70 large and medium-sized cities in China.

  The problem of aging population is responded actively. The senior group of over 60 years old now accounts for 16% of the total population. An old-age support system, based on support from households, communities and organizations has been set up, and preferential policies which allow seniors to take buses, visit parks and receive physical examinations for free have been established and implemented, while ensuring bringing tangible benefits for them every year. In 2009, 1,700 additional pension beds were provided and 39 rural nursing homes expansion and renovation projects were completed. The concentrated and scattered supporting standards under “rural five-sponsorship” policy have been increased for 50% and 20%.

  People’s living standard is improving. Efforts have been made to give priority to public transportation, replace old buses with energy-conserving and environmental-protecting ones, add and adjust bus routes as appropriate and extend running hours of buses. At the end of 2009, there were 184 routes for public buses and trams, 4343 buses and 9271 taxies. The construction of central heating is facilitated. In 2009, additional heating area reached 9.64 million square meters, and total heating area was 57.61 million square meters. Through the reinforcement of safety production supervision in key industries and areas, improvement of food and drug safety guarantee system, and strengthening of public safety emergency system and comprehensive management of public security, people are feeling safer and more satisfied.

  Tourism & Sightseeing

  Surrounded by sea and mountains, Qingdao is noted for beautiful sceneries. Added with special historical heritages, Qingdao became China’s famous tourist resort in the early 20th century. In 1998, Qingdao was named one of China’s first batch of best tourist cities. The magnificent coastline, the rolling fairyland Laoshan Mountain, the urban landscape dotted with red roofs and green trees against the blue sea and sky, the diverse architectures predominantly in a European continental style, the former residences of famous historical and contemporary personages, and the modern facilities for vacation, convention and exhibition have made Qingdao a unique city, which blends Chinese and foreign tastes and integrates mountain and sea views with city landscape. It has the most beautiful seaside and is an ideal destination for vacation, recreation, sightseeing, business activities, conferences and exhibitions. In 2007, Qingdao became the only one Chinese city selected as one of the most beautiful bays in the world. In 2009, it received more than 40 million domestic and foreign tourists (40.03 million), of which one million are from overseas. The total tourism revenue reached 48.9 billion yuan.

  Historical Culture & European Taste Conservation Area

  The numerous cultural heritages nestling in charming natural scenery are a testimony to Qingdao’s century-old evolution and the integration of western and oriental cultures. The diverse historical and cultural heritages, the well-preserved century-old streets and European villas, and the romantic bays and beaches form a unique area of European continental taste.

  Qingdao boasts architectures with different styles and has been called a “world expo on architectures”. The most representative architectures include the lighthouse of little Qingdao, the landing stage, the former residence of the German governor, the building of the provincial military commander in imperial China, the Catholic church, the Christian church and the Badaguan villa district. Each architecture represents a history and tells a story. Many Chinese and foreign films are shot here. During the summer and autumn period of each year, many newly wedded pairs in wedding gowns and suits stroll along Qingdao’s seaside promenade, taking pictures, exchanging pledges or recording their honeymoon romance. The Badaguan architectural cluster was cited the “most beautiful urban district in China” in 2005; and was included in the first batch of top 10 “Chinese famous historical and cultural streets” in 2009.

  Fast-changing Eastern Urban Sightseeing Destination

  The new town in the east is Qingdao’s political, economic and cultural center. The building housing the municipal Party committee and government, the new town’s landmark architecture May Wind, and the sailing venue for the 2008 Olympic Games are all in this area. The east-west seaside sightseeing path, Donghai Road, Hong Kong Road and Macao Road, which run through a series of scenic spots such as the Huiquan Square, the China Civilization Sculpture Street, the May 4th Square, the Music Square, the Seaside Sculpture Park, Qingdao Grand Theater, and Polar Ocean World, constitute a fascinating seaside landscape.

  Shilaoren National Tourist and Recreation Zone

  Shilaoren National Tourist and Recreation Zone was established upon approval by the State Council in 1992. This tourist and recreation zone combines sightseeing and vacation with festivals and sport events. It boasts elegantly arranged holiday villas, soft beaches, the Seaside Sculpture Park, the Polar Ocean World, the Dolphinarium, the International Beer City, the Golf Course, the Yacht Club, the International Convention Center, the Cultural Center, the Century Square, the Sports Center, the Modern Art Center and a host of other modern amenities.

  Laoshan National Scenic Resort

  This scenic resort comprises three parts: nine scenic spots, five scenic restoration spots, and extended land and sea views. The main peak Jufeng Peak is 1,133 meters above the sea level. Being the highest peak along China’s 18,000-kilometer continental coastline, Jufeng Peak is famed as China’s No. 1 seaside mountain and a famous Taoist mountain. It was designated by the State Council as a key national scenic resort. At the same time, it is also a national civilized scenic resort, a 4A national tourist zone and a national demonstration place for civilized scenic tourism.

  The climate at Laoshan Mountain is mild and humid, neither so cold in winter nor so hot in summer. With a long history and many places of historical interest, Laoshan Mountain has been a famous Taoist mountain in China for 1,000 years. For this reason, it is called the “No. 2 forest under Heaven for Quanzhen Sect of Taoism”. With eccentric rock formations, it is also famed as a “park of natural geological sculptures”. Laoshan Mountain is also noted for lush forests and lots of famous trees and flowers. Mineral resources are also rich. The spring water, seabed stone, crystal stone and a great variety of precious herbs produced here are famous both at home and abroad.

  Suburban Tourism Resources

  Qingdao’s suburban areas also have rich natural and cultural landscapes and places of historical interest. Langya Terrace has been a famous place through the ages for admiring the moon from the terrace and hearing the waves in Longwan Bay. The First Emperor of the Qin Dynasty visited the place three times, unwilling to return to the capital. King Gou Jian of the Yue State set up an altar to form an alliance of kings, and Xu Fu sailed eastward to Japan from here. Tian Heng Island is the place where 500 chivalrous persons refused to surrender to the emperor and died a heroic death. Other famous historical sites include the Tianzhu Mountain cliffside carvings of Wei, the Mashan Mountain stone forest which is a national nature reserve, the remains of the great wall of the Qi State of the Spring and Autumn Period and the Warring States Period, and the Mahao Canal excavated during the Yuan Dynasty.

  Qingdao is rich in rural tourism resources. Some resources including tea, flower, fruit, fish and vegetable have been fully utilized for the development of some rural tourist products such as sightseeing, sports, leisure, entertainment, catering, accommodation and shopping etc. The number of the rural tourist demonstration spots totals 33, including Shilaoren Tourist Park, Qingdao Vegetable Sci-Tech Demonstration Park, and Baiguoshan Recreational Resort etc, of which 18 are at the national level. The tourism products of tea-series represented by the "Laoshan Tea Garden" and other agricultural tourism demonstration spots, of the flower-series represented by the Kutao Flowers and Chengyang Peony Park etc, of the fruit-series represented by the Dazeshan Grape Festival, Beizhai Cherry Festival, Heshan Persimmon Festival and Chengyang Yanyu Cherry Festival, of the fish-series represented by the Huichang Fishing Village, Hongdao Clam and Chanzhi Reservoir Freshwater Fish, of the vegetable-series represented by the Qingdao Vegetable Sci-Tech Park, and of the rural folk-custom experience tour series represented by the Shanhai Farm and Shanli Farm etc. have formed a rural tourism product system characteristic of tea, flower, fruit, fish and vegetable.
